In statements to the press, the president explained that the entity will function as an investigative arm, with the task of receiving complaints, evaluating evidence and recommending legal actions before the Office of the Ombudsman or the Department of Justice.

Marcos said the commission will be composed of experts from various fields, including jurists, prosecutors and forensic investigators, to ensure impartiality and soundness in the processes.

“The mandate will be broad, as it will not only review flood control projects, but other operations within the Department of Public Works and Highways,” he said.

In parallel, the Commission on Audit launched a high-level investigation into the Flood Management and Resilience Program after detecting multiple anomalies in budget allocations.

“The problem is deep, the more we look the more we find.

Even in the 2026 budget, undue insertions persist that must be eliminated,“ Marcos lamented.”
