According to sources cited by Axios, the proposal seeks to replace the 1974 agreement, which they consider obsolete following the reconfiguration of power in Syria and the Israeli occupation of parts of the demilitarized zone in recent years.

The plan presented by Tel Aviv is inspired by the model of the 1979 peace treaty with Egypt, which establishes three zones with varying levels of demilitarization and air control.
