The idea to develop the event, started on February 3, 2025, when the president of Russia, Vladimir Putin, signed a decree for the holding of the Intervision 2025 Song Festival in Moscow, with the aim of promoting cultural dialogue and highlighting the role of art as a unifying force.
Deputy Prime Minister Dmitry Chernyshenko was appointed chairman of the organizing committee, while the first deputy director of the presidential administration Sergei Kirhenko headed the supervisory board.

Days later, on February 24, the government instructed the Ministry of Foreign Affairs to facilitate the issuance of free visas for participants, guests and media, thus ensuring greater openness and international participation.
Representatives from 23 nations, including seven European, four African and an equal number of Latin American countries, three from Arab countries, three from Asia and one from North America will take part in the Live Arena.

There is great expectation among the knowledgeable public around the Latin American performers for their contagious rhythms where the Cuban, Zulema Iglesias, with her song Guaguancó will be in charge of starting the competition.
The winner of the contest will be chosen by an international jury made up of representatives from all participating countries. Voting rules are set out in internal rules to which only jury members have access.
The song that gets the highest score will take first place, and the results are communicated confidentially only to the presenter for their official announcement.
