As planned, the president will speak at the memorial service dedicated to the co-founder of Turning Point USA, as will Vice President JD Vance.
Trump honored Kirk at the highest level. Following his murder, he ordered flags to be flown at half-mast. This Sunday’s public event will be held at State Farm Stadium, home of the NFL’s Arizona Cardinals, which has a capacity of more than 63,000 spectators.
A Department of Homeland Security official designated the tribute as Level 1 on the Special Event Assessment Rating Scale.
This designation is used for “significant events of national and/or international importance that require extensive federal interagency support,” such as the Super Bowl.
On Friday afternoon, an armed man was arrested in front of the stadium where the ceremony will take place. The Secret Service reported that the individual was detained for exhibiting suspicious behavior and, when approached, told them he was a law enforcement officer and was armed.
The man was identified by the Arizona Department of Public Safety as 42-year-old Joshua Runkles, who was not a law enforcement officer.
