The document establishes, as a priority, promoting growth based on maintaining macroeconomic stability, controlling inflation, and ensuring key balances, and projects that per capita GDP will reach US$5,400 to US$5,500.

Other established goals include achieving a manufacturing and processing industry share of approximately 24.96 percent of GDP and an average growth rate of the Consumer Price Index (CPI) of around 4.5 percent.

The resolution also proposes that the average growth rate of social labor productivity be approximately 8.5 percentage points and that the proportion of agricultural labor in the total social labor force reach 25.3 percent.

As reported by the Hanoi Moi newspaper, the resolution further stipulates that the unemployment rate among urban age groups be below four percent and that the poverty rate (according to multidimensional poverty standards) decrease by between one and 1.5 percentage points.
