According to the newspaper, the initiative was presented by the Polish Foreign Minister before an EU Council meeting in Brussels, arguing that this measure would supposedly strengthen economic pressure on Moscow.
“I will advocate for imposing sanctions on refineries that process Russian oil. It would be an effective complement to the measures against the shadow fleet,” the Polish Foreign Minister declared.
The measure aims to hinder the marketing of Russian hydrocarbons, a key objective of Western sanctions policy since 2022.
Poland remains one of the most active actors in pushing for stricter restrictions.
The viability of the proposal will depend on consensus among the 27 member states, given the varying impact it would have on their economies.
Last Monday, the EU Council announced its final approval of the ban on imports of Russian liquefied natural gas (LNG) from January 1, 2027, and of Russian pipeline gas from September 30, 2027.
