The illicit scheme—whose alleged leaders include former Baja California Governor Ernesto Ruffo (1989–1995)—reportedly caused financial losses to the treasury exceeding four billion pesos (228,301,320 dollars).
The investigation led to the issuance of 25 arrest warrants—including one for Ruffo, a member of the opposition National Action Party (PAN), which has already been executed, along with three others.
Godoy stated that the organization engaged in “bringing fuel into the country using false or incomplete customs declarations” and comprised “business, financial, customs, and logistics structures.”
Authorities also uncovered massive financial losses to the treasury resulting from the illegal importation of approximately 15,299,830 liters of fuel, a process that reportedly involved the use of 162 rail tank cars.
The analysis further identified transactions totaling over 3.075 billion pesos (175 million dollars) across nearly 80 domestic bank accounts, as well as foreign exchange operations exceeding 1.386 billion dollars.
