Panama: Constituent Assembly opens new political debate

Panama City, Jul 25 (Prensa Latina) The announcement by Panamanian President Jose Raul Mulino to boost a Constituent Assembly in 2027 has opened a political debate in a context marked by demands for institutional reforms and discontent with social and economic indicators.

Mulino affirmed during the annual dinner of the Panamanian Association of Business Executives (APEDE) that a deep transformation of the State will be one of the leading legacies of his administration and assured that the process must be built with broad and democratic participation.

“In 2027 we will have a constituent assembly,” said the president, who specified that the initiative will seek to modernize the country’s institutions and strengthen the functioning of the State.

The head of State ruled out that the proposal aims at modifying the balance of the public powers or enable a possible presidential reelection.

Mulino stated, “It will not be a political act to dissolve any branch of the State, nor to allow me to be re-elected, nor anything that resembles.”

The possibility of a new Constituent Assembly has been part of the national debate for the last few decades, driven by civil society organizations, professional associations, academic sectors, and social movements that deem it necessary to adapt the constitutional framework to the political, economic, and social challenges of the 21st century.
