The leader emphasized to the deputies that the new measures “do not respond to any type of demand stemming from the process of talks with the United States.”

Diaz-Canel noted that the Assembly has taken fundamental steps to approve legal regulations supporting more than 120 transformations currently underway, and highlighted that “the approval and immediate implementation of these regulations align with the principle of building everything with legal certainty.”

The Cuban president emphasized that the approved regulations “represent the necessary balance to preserve the social achievements that define us as a revolution, while opening up space for the initiative and creativity the Cuban economy needs to prosper.”

“It is, ultimately, what Fidel (Castro) called: changing everything that must be changed,” he declared.

Diaz-Canel explained that if the work is done well, “we can immediately reactivate a range of production activities and services that directly benefit the people—offering greater supply and a better balance between wages and prices—as well as increase exports and much-needed foreign currency revenue.”

“All this legislative effort would be a dead letter without the daily heroism of the people to whom we belong,” the president concluded.
