In backing Resolution 13, the union expressed its firm opposition to the blockade Washington imposes on the Caribbean nation and demanded the immediate repeal of Executive Order 14380—signed by President Donald Trump on January 29—which declared a national emergency regarding Cuba and paved the way for an oil embargo.
The organization urged the US government and Congress to end the blockade preventing oil shipments to the island, remove Cuba from the list of State Sponsors of Terrorism (SSOT), and move toward normalizing bilateral relations based on mutual respect and sovereignty.
Speaking at the recent 7th Ordinary Session of the 10th Legislature of the National Assembly, Cuban President Miguel Diaz-Canel reported that only one oil tanker had arrived in Cuba over the past seven months.
The head of state warned that this severe energy crisis is linked to the US attempt to economically strangle the country with the aim of “provoking a social uprising” in the Caribbean nation.
“The economic and social implications of this collective punishment are humanly unbearable,” Diaz-Canel wrote on his X (formerly Twitter) account.
So far in 2026, Cuba has suffered six total blackouts due to the disconnection of the National Energy System (SEN).
