The Communications Department of the Ministry of Foreign Affairs and Expatriates stated that the agreement is the result of approximately a year and a half of negotiations between Damascus and Moscow.
According to the memorandum, the Syrian state will assume the administration of facilities designated for civilian use, including the Hemeimim airport and the fourth commercial pier at the port of Tartus.
These infrastructures will be gradually incorporated into the country’s civilian administration system, the Foreign Ministry pointed out.
Regarding the facilities currently used for military purposes, both parties agreed to redefine their functions and turned them into joint training centers through new mechanisms designed to safeguard the interests of both Syria and Russia.
The agreement establishes a maximum period of three months to complete the transition process, after which the new provisions will take effect.
The Syrian side described the understanding as the most significant development since the start of talks on the future of the Russian military presence and considered it to be opening a new chapter in bilateral relations.
