“We have a duty to defend the sovereignty of the Cuban people and their legitimate right to self-determination; today, for our continent, Cuba represents a symbol of national dignity and resistance against attempts at external domination,” declared the former ambassador to Chile.
Otero, who also served as head of the National Institute of Social Communication, noted that U.S. President Donald Trump and his imperial regime seek to take control of Cuban territory.
He warned that this “would constitute an assault not only on Cuba’s sovereignty but also on the independence and dignity of our greater Latin American homeland.”
“Cuba’s sovereignty is not a matter that concerns only Cubans; it is a cause that involves all peoples who defend their right to freely decide their own destiny,” he asserted.
This concept, Otero said, is in line with “the historical tradition of Peruvian diplomacy, represented by the illustrious historian and former Foreign Minister Raul Porras Barrenechea—who, during the 7th Meeting of Consultation of Ministers of Foreign Affairs of the OAS in 1960, defended Cuba’s sovereignty and self-determination against external pressures and attempts at intervention.”
He added that Peru should uphold this diplomatic tradition, which is founded on respect for the independence of states, the sovereign equality of nations, and the right of peoples to determine their own destiny, free from impositions or threats by any power.
