'No one can escape this challenge by themselves. There is no wall that can protect any country, regardless of how powerful it is,' he stressed.
Several heads of state such as those of Ecuador, Lenin Moreno, and Argentina, Mauricio Macri, took part in the inauguration of the event.
Chile is chairing the event despite its decision not to host it due to the current socio-political situation in that country. The central motto of this 25th edition is 'Time for Action.'
