He was a member of the Central Committee of the Communist Party of Cuba and a lawmaker at the National People's Power Assembly (Parliament).
Gandarilla accomplished international missions in Angola and other countries, worked in personal security and is a founder of the Association of Combatants of the Cuban Revolution.

Havana, Nov 24 (Prensa Latina) Cuba's minister of the Interior, Vice Admiral Julio Cesar Gandarilla, died of a long-term disease, local media reported on Tuesday.
According to Granma newspaper, his body will be cremated and no military ceremony or public activity will be held at his request.
