Andrabi pointed out that all the victims are civilians and there are women and children among them.
According to local media, the attack caused severe damage to nearby vehicles, businesses and buildings.
Although the authorship of the attack is still unknown, the president of Afghanistan, Ashraf Ghani, assured that it was an attack by the country's enemies and accused the Taliban of promoting violence.
The incident takes place two days after the death of 15 children when a motorcycle laden with explosives detonated in the province of Ghazni, an attack attributed by the government to the fundamentalist group, which, however, denied its involvement.
