The idea of holding the so-called Two-Plus-Two meetings was discussed during a telephone conversation between Japanese Prime Minister Fumio Kishida and Philippine President Rodrigo Duterte, during which they also agreed to increase efforts to achieve an open Indo-Pacific.

If the meeting takes place, the Philippines will be the ninth country with which Japan has maintained periodic ministerial talks on security, besides the United States, Australia, the United Kingdom, France, Germany, India, Indonesia and Russia.
