The head of State explained that those involved could submit applications to receive these benefits on, the single state and municipal service portal of the Russian Federation, the official Kremlin website reported.

According to the proposal, those persons will not need to have a place of residence on Russian territory.

Putin’s order urges the Cabinet to “submit proposals to change the procedure to provide the corresponding social payments and pensions.”

Until January 2020, about 200,000 residents in Donetsk and Lugansk, in eastern Ukraine, got the Russian citizenship, an Interior Ministry spokesman told TASS news agency.

In April 2019, Putin signed a decree simplifying the procedures “for humanitarian reasons” so that the residents in the Donbass region can receive the Russian citizenship. The decision was criticized by authorities who considered it a provocation.
