In its most recent report, the Chamber of Commerce, Industries and Agriculture of Panama (CCIAP, in Spanish), in which this guild is included, reiterated that this measure must be suppressed.
In the report, head of this institution, Jose Ramon Icaza, wrote that this legal instrument results from the need of protecting election candidates from the possible persecution of those in power.
However, he denounced that, with time, this law has been distorted to the point of becoming an impunity cuirass that protects politicians and criminals involved in high-profile cases.
He also warns about that the abuse of this instrument usually invokes the Electoral Code which stipulates that this guarantee is used both during a general election and an internal or primary election of political parties.
According to the CCIAP president, for a society to evolve and harmoniously coexist, superior members, with privileges that exempt them from justice, cannot exist.
