Russia calls on US to withdraw forces and weapons from Europe

Moscow, Feb 17 (Prensa Latina) Russia urged the United States again to withdraw all its forces and weapons from Eastern Europe and Baltic countries, and that was the Kremlin's response to Washington's security guarantees proposals.

The document, sent to US Ambassador in Moscow John Sullivan on Thursday, was posted on the official website of Russia’s Ministry of Foreign Affairs.

It also indicated that Washington and its allies must give up the deterrence policy against Russia and take concrete practical measures to reduce the escalation of the political and military situation.

To Moscow, trust- and security-building measures between the parties, within the framework of the Vienna Document of 2011, are adequate for the current situation, but it clarified that in order to update that document, the necessary conditions must be created.

Russia proposed to the United States to jointly devise a new “security equation”, and expressed its interest in implementing a comprehensive approach to strategic stability.

According to the document, the United States did not respond to Russia’s proposal of withdrawing nuclear weapons from Europe and not deploying them beyond its borders. Instead, it just addressed the issue of non-strategic nuclear weapons disregarding the peculiarities of their location.

Russian authorities considered it impossible to discuss non-strategic nuclear weapons without solving the problem of their deployment in non-nuclear member countries of the North Atlantic Treaty Organization (NATO), something that violates the Treaty on the Non-Proliferation of Nuclear Weapons.

Moscow said that it will have to respond, even by implementing military and technical measures, if the US is not willing to negotiate firm and binding security guarantees, according to the 11-page file sent to the White House.
