Earlier, the mayor of Montevideo, Carolina Cosse, alerted the 28 percent of adult citizens eligible to vote that blank ballots are a No option and, therefore, violate the right to neutrality.

Sánchez emphasized that “the blank vote is not neutral”, and the member of the Pro-Referendum Commission, former legislator Rafael Michelini, added that it favors the most influential right-wing sectors of the ruling National Party (PN).

The leader of the political force, Fernando Pereira, explained to the undecided that if they do not want to participate in the decision of the consultation “the easiest way to cancel the vote is with a yes and a no ballot” in the same envelope, but “there are a hundred other ways”.

The School of Communication Sciences of the University of the Republic found that there was twice as much publicity for the No campaign than for the Yes campaign, which places President Luis Lacalle Pou as the head of the campaign with all the government apparatus.
