Russia delivered to Ukraine a draft agreement to end confrontation

Moscow, Apr 20 (Prensa Latina) The Russian presidential spokesman, Dmitri Peskov, assured today that his country delivered a draft document to the Ukrainian authorities with clear and elaborated formulations to put an end to the bilateral conflict.

“The ball is in its court, we are waiting for an answer,” stressed the senior official, who referred to Russian President Vladimir Putin’s warnings about Kiev’s constant changes of opinion, which have “very bad consequences in terms of the effectiveness of negotiations.”

The head of the Kremlin press office reiterated that the dynamics of the Ukrainian side leaves much to be desired, “because they do not show much inclination to intensify the negotiation process.

After several rounds of face-to-face and videoconference negotiations, the Moscow and Kiev delegations arrived on March 29 in the Turkish city of Istanbul, where the Kiev delegation presented a set of proposals that were taken as serious compromises to advance the possibility of a peace agreement.

The initiatives included the Ukrainian refusal to join military blocs, the possibility of becoming a neutral state on the basis of security guarantees, the suspension of military exercises and of the use and production of weapons of mass destruction, among others.

However, a few days later, the Ukrainian delegation presented a set of new conditions which, according to Moscow, differ from what was agreed and endorsed in Istanbul by the head of the Kiev delegation.

Putin recently stated that the Ukrainian government, by moving away from the agreements reached in Turkey, brought the negotiation process to a deadlock.
