According to the indictment of the defendant, to which Russian media had access, Saray perpetrated his criminal activity in a systematic and paid manner and in constant connection with his accomplices.

The Colombian, who has Russian citizenship and a valid US visa, traveled outside the United States on several occasions, even shortly before he was detected committing the crime.

He stated that the persons linked to the crime are permanent residents abroad.

The investigation showed that between March 9 and 18 Saray, under the orders of persons outside Russia, prepared and then covertly placed mobile devices in a Moscow shopping mall.

These devices were used to massively disseminate to subscribers of Russian telecommunications service providers fake news about the actions of the Russian Armed Forces in Ukraine.

Russia’s Investigation Committee opened a criminal investigation into the Colombian citizen under an article of the Criminal Code that establishes sentences for such actions for violating the country’s Constitution. A Moscow court approved his arrest until June 8.
