Hanoi, Jul 4 (Prensa Latina) The decision by President Nguyen Xuan Phuc to grant, on the occasion of National Day (September 2), a new pardon to citizens serving prison sentences was announced in Hanoi on Monday.

Vice Chairman of the President’s Office Pham Thanh Ha made the announcement during a press briefing, in which he explained in detail the measures the convicts should meet, which will be implemented for a second time after the 2018 Amnesty Law was enacted.

The measures include maintaining good conduct in the re-education process while serving the sentence, having served at least half of the sentence, having no pending civil and criminal compensation obligations, and reintegrating property resulting from criminal acts.

Thanh Ha also explained that some cases are not eligible for amnesty and he mentioned among them those who were sentenced to prison for treason to the Homeland, crimes of activities aimed at overthrowing the people’s administration, espionage, or infringing upon territorial security, among others.

Elsewhere, Deputy Minister of Public Security, Major General Nguyen Van Long, stressed that the amnesty is a great policy of the Vietnamese Communist Party and the State, as a sign of humanity and leniency.

In an article published in 2021 regarding the presidential pardon, Deputy Prime Minister and Head of the Advisory Council for 2021 Amnesty Pham Binh Minh recalled that between 2009 and 2016, the Vietnamese State implemented seven rounds of pardons, in which 87,111 people were benefited.
