Minimum penalty for simple homicide increased in Panama

Panama City, Nov 30 (Prensa Latina) The Panamanian government approved to raise, from 12 years of imprisonment, the base or minimum penalty for simple homicide, an official statement said.

According to the report of the Cabinet Council, the Minister of the Presidency, Roger Tejada, must present this project to the National Assembly (parliament) which will begin sessions next January.

The bill also includes, an aggravating circumstance, when this crime is committed against a private security agent in the performance of his duties.

Whoever causes the death of another, should be punished with imprisonment from 12 to 20 years”, the initiative states.

Currently, the Penal Code establishes that whoever causes the death of another shall be punished with imprisonment from 10 to 20 years.

In the proposal, elaborated after an inter-institutional work between the Ministry of Government and the Ministry of Public Security, it is added that it will be punished with 20 to 30 years of imprisonment when the crime of homicide is executed ‘in the person of a sworn guard of a private security agency, in performance of his duties’.

According to the arguments of the initiative, in recent years, the Central American country has been impacted by acts of violence resulting in the loss of human lives.
