He advanced in his fourth report of activities that he requested the Inter-American Commission on Human Rights, to continue until March 2023, the follow-up mechanism of the Interdisciplinary Group of Independent Experts .

Encinas held a meeting with the Presidential Commission for Truth and Access to Justice in the Ayotzinapa case in which parents of the 43 young people who disappeared in 2014 in Iguala, Guerrero, and the new special prosecutor of the Special Investigation and Litigation Unit, Rosendo Gómez Piedra, were present.

In the meeting, he said, the entire consignment sheet of the arrest warrants that were requested was reviewed and inconsistencies were found in many of them.
