Draft of Cuba’s Public Health Law to be disclosed in 2023

Havana, Dec 12 (Prensa Latina) The draft of Cuba's Public Health Law will be disclosed in 2023 and if approved by Parliament, it will replace Law 141 currently in force.

Between January and March 2023, the draft will be released to the public and sessions will be held in all provinces with workers in the sector, lawmakers, and the general public.

There will also be specialized consultations, and a communication campaign, and the draft finally will be submitted to Parliament according to the legislative schedule, Cuban Public Health Minister Jose Angel Portal said on Sunday.

The new regulation, made up of four articles, ratifies public health care as the people’s right and the Ministry of Health as rector, it defends the people’s constitutional guarantees and introduces ethics and values as part of the training and practice of the profession.

“In addition, it incorporates the concepts of One Health and the relationship of humans with the environment, addresses the integration of several disciplines, recognizes the planned economic-financial guarantee of healthcare services and introduces postulates contained in international treaties ratified by the Cuban State,” according to the website of the Public Health Ministry.

The draft bill proposes “the concept of health care, protection and recovery services, updates the organization and obligations of the State and the Government to guarantee the operation of accessible, free and high-quality services, and includes duties of users,” the source underlined.

One of the most innovative topics that it enunciates is the recognition of euthanasia as a person’s right to a dignified death and as a form of care and health care through a medical procedure that causes the end of life. However, its implementation requires a higher-rank legal provision.
