Serbian President Aleksandar Vucic said that only an implementation plan was agreed with Kosovar leader Albin Kurti and that the points of the settlement will be part of the framework of negotiations between Belgrade and Pristina.
For his part, the head of European diplomacy, Josep Borrell, sent mixed signals about the negotiations, indicating that a framework for implementing the plan was reached, but not the route to normalization of relations.
The European proposal includes that Serbia will recognize Kosovo passports, vehicle license plates and customs documents, while Pristina will institutionally guarantee the rights of Serbs living in that territory.
Like at the last meeting in Brussels, Belgium, Vucic did not sign any documents, although according to Borrell, the agreement and its annex are considered accepted.
