Nicaraguan Parliament approves creation of a new Red Cross

Managua, May 10 (Prensa Latina) The Nicaraguan National Assembly (parliament) unanimously approved today the creation of a new Red Cross, which will be attached to the Ministry of Health (Minsa) of this Central American nation.

According to the statement of reasons presented to the parliament, the Minsa has the powers and regulations, technical and institutional capacities to take charge of a new Red Cross.

Article two of the law indicates the creation of said body as an autonomous, decentralized entity, with legal personality, its own assets, indefinite duration and full capacity to acquire rights and contract obligations.

In addition, it will comply with the international legal framework based on the Geneva conventions of 1949 and its additional protocols of which Nicaragua is a State party.

Likewise, it adds that it will be the legal successor without solution of continuity of the Nicaraguan Red Cross association.

The deputies ratified the repeal of decree 357, through which the Nicaraguan Red Cross Association was created in 1958, an organization that transgressed the laws of the country, refers to the information disclosed in parliament.

According to the document, said association acted against its regulatory framework of impartiality and neutrality, when in 2018 there was a failed coup attempt here.

“In the acts that occurred in 2018 that threatened the peace and stability of the nation, some affiliates of this association acted against these principles and its constitutive act and statutes”, the text highlighted.

The letter also indicated the breach of its obligations established by law, by not presenting the financial statements, lack of verification of the identity of its donors and outdated information in the registry of the Ministry of the Interior. As reported, the entry into force of the initiative will be from its dissemination in any social media, written or digital, without prejudice to its publication in the official newspaper La Gaceta.
