Noboa decrees new state of exception in Ecuador

Quito, Oct 3 (Prensa Latina) The President of Ecuador, Daniel Noboa, decreed today a state of exception focused in eight territories of the Andean country, amid the rise of violence during the last few weeks here.

The Executive decreed that the measure will be in force for 60 days in the provinces of Guayas, Los Ríos, Manabi, Orellana, Santa Elena, El Oro, the Metropolitan District of Quito and the canton of Camilo Ponce Enriquez, in the province of Azuay.

By means of Decree 410, the Government detailed that the decision responds to the ‘serious commotion and internal armed conflict’ and exposed several violent events occurred during this month of September in the territories declared under the declaration.

The new state of exception contemplates restrictions such as suspension of the right to inviolability and assembly, as well as the provision for mobilization of the National Police and the Armed Forces in those provinces.

In Ecuador, the declaration of internal armed conflict has been in force since last January, a provision with which Noboa seeks to curb insecurity and organized crime.

However, the population are still demanding more actions on the part of the Executive, since violent acts persist in the streets despite the presence of the military and the constant states of exception.
