According to the director of the Institute of Hydrology, Meteorology and Environmental Studies (Ideam), Ghislaine Echeverry, the arrival of tropical waves towards the Caribbean Region increases rainfall, and to that is added the Amazonian trough which is a system that generates rain and also impacts the Andean region and Chocó.
According to the expert, this department has been characterized by having high levels of humidity for almost the entire year, but at this time there is also rainfall in other regions which causes rain in the sources of rivers.
However, the situation there is complicated by the deteriorated infrastructure in the region after decades of abandonment by successive administrations.
According to the director of the National Unit for Disaster Risk Management (UNGRD), Carlos Carrillo, the Colombian State has been systematically incapable of developing capacities for the people who live there to do so with dignity.
He also added that, in the face of this emergency, the message to these residents is that they are not alone and that the entity that leads the Government and other operational institutions are there; that the Armed Forces, an integral part of this response, are ready.
He also asked for understanding on the part of the armed actors that operate in the area of the delicate context that is experienced there, with over 30 thousand families affected.
“The public order situation is very complex due to the armed strike of the National Liberation Army (ELN). (…) an armed group is not above the rules, it is the minimum compassion for those who are suffering and hopefully the ELN will also understand that it is time to allow the passage of humanitarian aid,” he declared.
This is how Carrillo referred to the decision of that insurgent force to declare an armed strike that in practice limits the mobility of dozens of communities in the region due to their clashes with the Clan del Golfo.
He reaffirmed that a shipment of ten thousand aids is being prepared to Chocó that includes food and basic equipment.
He added that although 700 billion pesos (about 175 million dollars at the current exchange rate) were requested to resolve the climate emergency, this amount has not yet been secured.
