According to the SVR, the data collected indicates that the US State Department is considering the options of a change of government in Ukraine if necessary.
The note adds that Washington is considering holding presidential and legislative elections in Ukraine next year amid hostilities with Russia as a “legitimate” means to eliminate Zelensky, who in its opinion “has gone too far.”
Based on Russian intelligence, at the initiative of the United States, the creation of a party to defend the US position during the future electoral campaign is already being discussed in Ukraine. “Civic activists” financed by the West are participating in this discussion.
Russia’s intelligence service judgement is that the US mantra of not talking about Ukraine behind its back is “nothing more than pretty packaging” because “the future of the country and its puppet rulers will continue to be decided in the highest offices of Washington.”
Vladimir Zelensky’s presidential term expired on May 20th, 2024. Ukraine’s constitution prohibits holding elections under martial law, in force since Russia launched its special military operation in Ukraine on February 24th, 2022, so Moscow maintains that Zelensky lacks legitimacy in the face of hypothetical peace negotiations in the future.
