The secretary general of the Farabundo Martí National Liberation Front (FMLN), Manuel “El Chino” Flores, addressed this issue in his most recent appearance in the country’s media.
Flores said he agrees with attracting investment, national and foreign, but questioned that the government only benefits big businessmen.
This statement is in response to a meeting of President Nayib Bukele with businessmen of the region who participated in the 20th Business Meeting of Padres e Hijos 2025, where the president assured that he wants El Salvador to be a capitalist country, pro-business and with total entrepreneurial freedom.
According to Flores, without opposing foreign investment, the country must support micro-entrepreneurs, because 80 percent of El Salvador’s economy and employment is generated by small and medium-sized local producers.
What we have read is that taxes are being pardoned to the big ones and taxes are being imposed to the small ones, to the people who are the ones who always bear the worst,” he said.
In a conversation with businessmen from the Latin American region, Bukele put the country at the disposal of big capital and that it is that businessmen who invest in education, educational infrastructure, health infrastructure, “to invest in these projects of the country”, he said.
