The INE asked: Do you know how to read and write? to those over 10 years old who declared not to have attended school and those who had up to three years of primary school passed, including special education.

At least 25,382 answers were negative, according to the survey.

Of this total, 6,820 live in Montevideo and 4,120 in the department of Canelones.

The survey included 3,499,451 people. The 89.7 percent of the data were obtained by census questionnaire and 10.3 percent through administrative records.
