Ecuador: exempting from electoral fines contravenes the law

Quito, Mar 12 (Prensa Latina) The proposal of the President of Ecuador, Daniel Noboa, to exempt from fines those who, due to the rains, cannot vote in the second round on April 13, contravenes the electoral law, analysts warned.

This Wednesday, the Emergency Operations Committee (COE) informed that it will urge the National Electoral Council (CNE) to eliminate the economic sanctions for Ecuadorians residing in the provinces declared in emergency.

Previously, in an interview, the president aspiring for reelection had already announced his idea of not charging fines in the provinces affected by the floods.

For the lawyer and political scientist Melania Carrión, the general exoneration of fines as proposed by the Executive clearly contravenes the electoral law.

In declarations to the local radio station Radio Pichincha, Carrion explained that the NEC, at this point, cannot change the electoral rules.

Noboa’s proposal is another coup with electoral purposes, he is making a dissuasive calculation of a certain type of voting that does not favor him, the analyst said.

In her opinion, it is yet another attempt to try to ingratiate himself with certain sectors, but also to try to guide, manipulate and condition the exercise of the suffrage.
