The session intends to correct an error in the third debate regarding the entry into force of the initiative, whose initial date was March 1, 2025.
The legislative rules stipulate that no changes may be made to a bill in the third debate, only approval or rejection.
If approved, it will go again to the third and final debate tomorrow, Friday, for its final approval.
The bill has the support of the ruling party’s bench, Realizando Metas; of Cambio Democrático, Partido Panameñista and the majority of the independent coalition Vamos.
However, a part of the deputies of Vamos, together with the bench of the Partido Revolucionario Democrático (PRD), remain in opposition to the bill, especially with respect to the retirement age.
The original proposal presented by the Executive last November 6 contemplated the increase of the retirement age from 57 to 62 for women and from 62 to 65 for men.

Diputados panameños devuelven a segundo debate ley del seguro social
Ciudad de Panamá, 13 mar (Prensa Latina) La Asamblea Nacional (Parlamento) de Panamá retoma hoy el segundo debate del proyecto de Ley 1263 sobre reformas a la Caja de Seguro Social (CSS), tras frustrarse su votación definitiva.
La sesión intenta corregir un error en tercer debate en cuanto a la entrada en vigencia de la iniciativa, cuya fecha inicial era el 1 de marzo de 2025.
Las normas legislativas estipulan que no se le pueden hacer cambios a un proyecto de ley en tercer debate, solo aprobar o rechazar.
De aprobarse, pasaría nuevamente a tercer uy último debate mañana viernes para su aprobación final.
El proyecto cuenta con el apoyo de la bancada oficialista, Realizando Metas; de Cambio Democrático, Partido Panameñista y la mayoría de la coalición independiente Vamos.
Sin embargo, una parte de los diputados de Vamos, junto con la bancada del Partido Revolucionario Democrático (PRD), se mantienen en oposición al proyecto, especialmente en cuanto a la edad de jubilación.
La propuesta original presentada por el Ejecutivo el pasado 6 de noviembre contemplaba el aumento de la edad de jubilación de 57 a 62 años para las mujeres y de 62 a 65 para los hombres.
