The decision will benefit 8,055 prisoners currently incarcerated and one person whose prison sentence is temporarily suspended, Deputy Director of the President’s Office Pham Thanh Ha said in a press conference. Among those amnestied are 25 foreign nationals (including one woman) of nine nationalities, as well as 741 prisoners who committed economic crimes.
Thanh Ha emphasized that the 2025 amnesty once again reaffirms the leniency policy of the Communist Party and the State of the Socialist Republic of Vietnam, as well as the Vietnamese people’s humanitarian tradition toward criminals, encouraging them to repent and train to become useful members of society.
He further meant that, as in previous pardons, the process of consideration and decision was carried out strictly, publicly, fairly, accurately and democratically, in accordance with the provisions of the law.
Thanh Ha clarified that even though the amnesty releases prisoners early and those whose prison sentences are conditionally suspended, they must still serve additional sentences.
