Philippine government launches anti-insurgency plan

Manila, May 7 (Prensa Latina) The Philippine government today ordered the implementation of the National Action Plan for Unity, Peace and Development 2025-2028 (PAN-UPD), which constitutes the country's strategic project to put an end to insurgency.

The Malacañang Palace (Executive Headquarters) on Wednesday issued Memorandum Circular 83 on the NAP-UPD 2025-2028, which outlines specific action plans and strategies to implement the nation’s comprehensive approach, addressing the deep causes of insurgency and local armed conflicts, and achieving inclusive and sustainable peace in the country.

According to the document, the action plan builds on the National Security Policy 2023-2028 and the Philippine Development Plan 2023-2028, which stress the Administration’s emphasis on pursuing an integrated, transparent, people-centered and human rights-based peace and security policy.

Circular 83 also promotes the strengthening of existing oversight mechanisms of agencies and the creation of national project management and development offices; local unity, peace and development centers; and an Overseas Coordinating Committee to supervise peace and development initiatives.

Pursuant to their respective mandates, all departments, agencies, bureaus and offices of the National Government, including state universities and colleges and state-owned or government-controlled enterprises, and all local government units and the private sector are directed and encouraged to support the implementation of the NAP-UPD 2025-2028, as well as the programs, activities and projects specified therein, reads the order.
