Panamanian president denounced over mining issue

Panama City, May 8 (Prensa Latina) A criminal complaint rests today in the National Assembly (parliament) of Panama against the head of state, José Raúl Mulino, who announced the intention to reopen the copper mine of Donoso (Colón).

According to analysts, this is not the first time that this instrument has been used before the Legislative for alleged apology of crime, since the presidential statement contradicts a ruling of unconstitutionality issued by the Supreme Court of Justice (CSJ) in November 2023, which annulled the contract with the State of Minera Panama, a subsidiary of the Canadian transnational First Quantum.

The complaint is based on statements made by the president on February 2, 2025, where he affirmed that the mine will be opened through a state-private mechanism, without going through parliament or through a contract law.

The appeal cites that article 398 of the Penal Code sanctions whoever publicly incites to break the law and adds that Mulino’s statements incur in apology of the crime by contradicting the unconstitutionality ruling stating that “the protection of the right to life, health and the environment of future generations has prevalence over any other right to economic nature, including the right to investment”.
