Palacio assumed the leadership of the Ecuadorian government after the overthrow of Lucio Gutiérrez, and remained in power from April 20, 2005, to January 15, 2007.
Before taking office, he served as Minister of Public Health from 1994 to 1996, during the administration of Sixto Durán Ballén.
Radio Pichincha also recalled that he played a key role during the border conflict with Peru, as he was responsible for organizing the emergency system, and for his work he received a decoration from the Armed Forces.
During his term as President of the Republic, he attempted to implement profound political reforms; however, the then National Congress rejected his requests.
Former President Rafael Correa was his Minister of Economy for several months.
After leaving politics, Palacio dedicated himself to private practice of medicine and teaching.
Palacio’s death comes on the eve of the presidential inauguration ceremony for Daniel Noboa, who will assume a new term this Saturday, May 24, for the 2025-2029 term.
The government has not yet announced whether there will be a funeral for the head of State.
