The index, compiled annually by the consulting firm Global Citizen Solutions, highlights the South American country’s special residency visas, tax benefits, and stability.
Uruguay scored 91.23 points in the survey, ranking only behind Spain and the Netherlands in the competition to attract professionals and facilitate teleworking and digital employment.
The consulting firm cited the residency program launched in 2023, which allows applicants to begin the residency process online and offers simplified options.
It also considered the relative peace and stability of Montevideo, public services, and the efficiency of government portals, “which are precisely what many digital nomads and entrepreneurs seek when settling in Latin America,” the report states.
Global Citizen Solutions recognizes strong performance in technology and innovation, “with a robust digital infrastructure and reliable internet,” as well as facilities for extending long stays.
