Ecuador debates law on cannabis use

Quito, Apr 7 (Prensa Latina) Ecuador's National Assembly (Parliament) is scheduled to discuss on Tuesday a legislative proposal to regulate cannabis use in the country, although there are warnings of technical, health, and institutional gaps.

The qualification report concluded that the bill complies with the formal requirements and recommended its admissibility, without assessing its content.

The proposal aims to regulate access to medicinal and adult-use cannabis, focused on state control, public health, and reducing the illegal market.

The bill was introduced in August 2025 by Cristian Albuja, then Attorney General, and is considered a grassroots initiative.

Among its key points, it allows adults to cultivate cannabis on their property for personal use, without commercial purposes.

It also authorizes the formation of cannabis clubs to research, cultivate, consume, and store the product, in quantities to be defined in regulations.

The bill also proposes the creation of a National Cannabis Regulatory Institute, responsible for overseeing the entire production chain, from planting to marketing.
