The Foreign Minister, speaking before the Parliamentary Cooperation Assembly Council of the Collective Security Treaty Organization (CSTO), pointed out that the total stalemate is exacerbating the tragedy of the Palestinian people, both in Gaza and the West Bank.
Looking at a geographical map, the creation of a Palestinian state seems increasingly unlikely, the head of Russian diplomacy said.
In mid-November 2025, the UN Security Council approved the resolution, proposed by the United States, in support of US President Donald Trump’s plan for normalization in Gaza Strip. Thirteen of the 15 members of the Security Council voted in favor, while China and Russia abstained.
The plan entails establishing an interim international administration in Gaza and forming a Peace Council under Trump’s presidency. It also stipulates the deployment of international stabilization forces, coordinated with Israel and Egypt.
Lavrov said that the implementation of Trump’s plan is in doubt, given statements from both Israel and the Palestinian movement Hamas regarding violations of the plan’s conditions.
Russia and other countries advocate for a two-state solution, approved by the UN in 1947, as the only possible path to achieving lasting peace between Israel and Palestine.
