The organization expressed its deep concern over the intensification of economic, commercial, and financial sanctions affecting the island.
The COFCOR noted that the hardships faced by the Cuban people also harm Caribbean citizens who study and live on the island.
The Council reaffirmed the need to preserve the Caribbean as a Zone of Peace and expressed alarm at recent statements suggesting the possibility of military aggression against Cuba.
It warned that any such action would inflict unnecessary human suffering, impose severe material costs, and destabilize the security architecture of the entire region.
As a matter of international law, COFCOR reiterated that Cuba poses no threat to any nation and is a peaceful and cooperative member of the international community.
The document stressed that the continued application of unilateral coercive measures constitutes an unjustifiable violation of human rights, the principles of free trade, and the norms governing relations between sovereign states.
