US imposes new measures on Cuban entities and officials

Washington, Jul 24 (Prensa Latina) The United States government has imposed new measures on Cuba—this time targeting nine entities and two officials—as part of its sustained policy of economic and financial pressure on the island.

Citing the goal of limiting the Cuban government’s access to funds deemed “illicit,” the State Department added the Petroleum Research Center (CEINPET), Energy Company S.A. (ENERSA), and EINARBO S.A.—all in the energy sector—to its list of restricted entities.

Pursuant to Executive Order 14404, Washington also unilaterally added Mariel Container Terminal S.A., Coral Maritima S.A., CEIBA Investments Limited, and Orbit S.A. to the list.

The measures also extend to Cuban medical cooperation abroad. In this area, the State Department added the following to the list: Cuban Medical Services Marketing Company (CSMC); the Central Medical Cooperation Unit (UCCM); the director of that unit, Gretza Sánchez Padrón; and Cuba’s Minister of Public Health, Jose Angel Portal Miranda.

According to official information, as a result of these measures, all assets and interests in property belonging to the designated individuals and entities that are located in the United States or within the control of US citizens are blocked and must be reported to the Treasury Department’s Office of Foreign Assets Control (OFAC).

Furthermore, transactions by US persons with these entities and individuals are prohibited, unless specifically authorized by OFAC.

As part of the extraterritorial reach of these measures, the State Department warned that foreign individuals or institutions maintaining business relations with the targeted entities—or with companies operating in the energy, financial, defense, mining, metals, or security sectors of the Cuban economy—could also face sanctions.
