According to local press reports, the letter was delivered in Malabo by the DRC’s Minister of Regional Integration, Floribert Anzuluni Isiloketshi, acting as special envoy, and received by the Prime Minister of Equatorial Guinea, Manuel Osa Nsue Nsua.
The discussions focused primarily on the security situation in the Great Lakes region, with particular emphasis on the ongoing conflict in eastern Congo, where the security situation continues to deteriorate, reported Actualité.CD.
“President Tshisekedi insisted that we deliver a confidential message to President Obiang on his behalf,” declared the DRC minister, without revealing the contents of the note, although he specified that it referred to the armed conflict and the aggression of Rwanda, which is also a member of ECCAS.
According to Jeune Afrique, Minister Anzuluni Isiloketshi allegedly presented his various interlocutors, during his diplomatic tour of several countries, with a protocol detailing the demobilization and disarmament of the Democratic Forces for the Liberation of Rwanda (FDLR).
This armed group, which Kigali has placed at the center of its demands in the peace agreements, apparently signed the protocol presented by the DRC, as the publication reports that the document is officially signed by Viktor Byiringiro, president of the FDLR’s political wing.
