This was stated by Deputy Walmaro Gutierrez during an interview on the program *15 Minutos* (Channel 13 TV). He noted that the initiative follows the directive issued by Co-President Daniel Ortega to strengthen the constitutional framework in order to protect sovereignty, peace, and self-determination.
Gutierrez, a member of the National Assembly’s Special Constitutional Commission, explained that the proposal includes provisions to bar individuals who have boosted coups d’etat, called for sanctions or foreign interventions, or undermined national independence and sovereignty from participating in electoral processes.
The deputy maintained that the proposal is grounded in the principles established in Article 1 of the Constitution, which defines independence, sovereignty, self-determination, security, and peace as inalienable rights of the Nicaraguan people and deems those who violate them to be traitors to the homeland.
In the legislator’s view, the aim is to prevent these gains from being reversed through electoral processes that—as he put it—could allow the return of actors promoting policies contrary to national interests.
Gutierrez highlighted that the initiative rests on three fundamental pillars: preserving peace, stability, and security to continue advancing the fight against poverty and extreme poverty.
The lawmaker affirmed that the proposal seeks to ensure that elections remain a process determined by Nicaraguans, free from external interference, and to strengthen the institutional framework to guarantee the continuity of the development model driven by the Sandinista Executive.
