US presented controversial demands to Brazil on tariff negotiations

Brasilia, Sep 18 (Prensa Latina) In October 2025, the US government presented Brazil with a list of 21 demands for negotiating the imposition of tariffs, including some concerning the 2026 elections, the newspaper *O Estado de S. Paulo* reported.

According to the outlet, the document connected trade issues with demands regarding domestic politics and the functioning of Brazilian institutions—an approach the government of Luiz Inacio Lula da Silva deemed unacceptable.

The demands included a commitment from Brazil to hold “free and fair” presidential elections in 2026 and to refrain from arbitrarily arresting, imprisoning, or limiting the participation of “political dissidents” in the electoral process.

Although Jair Bolsonaro was not explicitly named in the document, the Brazilian government interpreted the wording as a reference to the former president, who by then had already been sentenced by the Supreme Federal Court to 27 years and three months in prison for crimes related to the attempted coup d’etat.

The Brazilian delegation informed US representatives that political conditions would not serve as a basis for ministerial talks.

The proposal emerged after Trump imposed an additional 50 percent tariff on Brazilian products in 2025—a measure the White House publicly linked to the legal proceedings against Bolsonaro and to concerns regarding the bilateral trade relationship.

According to sources cited by the Brazilian press, Brazilian diplomats decided to separate trade issues from domestic political matters, leaving the demand regarding the elections off the agenda.
