The Foreign Ministry pointed out that Al-Shaibani visited Latakia International Airport, 350 kilometers northwest of Damascus, accompanied by senior Syrian Armed Forces commanders.

The delegation included General Staff Chief, Major General Ali Al-Naasan; Air Force Commander, Brigadier General Asim Hawari; Naval Force Commander, Brigadier General Mohammad Al-Saud; and Head of Military Intelligence, Brigadier General Hamza Al-Hamidi. After the tour, the foreign minister met with representatives of the Russian Federation to assess implementation of the memorandum and the progress of measures agreed upon by both parties.

The visit took place two days after a military delegation led by Al-Naasan toured the Khmeimim airbase and held meetings with Russian military commanders stationed there.

Damascus and Moscow announced a memorandum of understanding on August 9 regarding the future of Russian facilities in Khmeimim, Latakia, and Tartus, following nearly a year and a half of negotiations.
