These regulations align with the response to and implementation of the new economic and social transformations recently approved by the Cuban parliament.
At a press conference, Deputy Minister of Foreign Trade and Foreign Investment Deborah Rivas stated that these public policies demonstrate that the island is an open door to the world in this area, offering a wide range of business opportunities.
She emphasized that the new transformations in this sector authorize all legal entities eligible to participate in foreign trade to do so directly; this provision also takes into account Cubans residing abroad.
To conduct foreign trade operations, companies must have approved product nomenclature; the online “single window” system remains active for this purpose, allowing interested parties to access it from any country or from within Cuba’s provinces.
Another recently approved regulation, Rivas noted, is Decree-Law 128/2026—which amends Law 114—eliminating the mandatory requirement to hire workers through state employment agencies and leaving this choice up to the investor.
The deputy minister highlighted the progress being made in implementing the country’s economic and social transformations, driven by the primary objective: contributing to the economy for the benefit of the population.
