Puerto Rico electricity sector retirees fear for their pensions

San Juan, Oct 8 (Prensa Latina) The Alliance of Employees, Mobilized Workers, and Retirees of the Puerto Rico Electric Power Authority (PREPA) has raised alarms regarding the future of their pensions.

  The concern stems from the Debt Adjustment Plan (DAP) proposed by the Financial Oversight and Management Board (FOMB), which includes changes that would substantially alter the Retirement System and reduce protections for its participants.

  Alliance spokesperson Johnny Rodriguez Ortiz warned that the proposal goes far beyond financial restructuring and could modify the retirement conditions of thousands of workers.

  “The fiscal oversight board is not merely restructuring debt; it is putting forward a model that could forever change our Retirement System and the economic security of thousands of PREPA retirees and workers—rights that have already been earned,” he stated.

  Rodriguez Ortiz, who is also president of the Puerto Rico Electric Power Authority Retirees Association (Ajaee), denounced the fact that since March 2025—when the FOMB presented its fifth DAP for PREPA—the main concerns of Retirement System participants have remained unaddressed.

  One of the Alliance’s primary objections concerns the proposal to freeze benefit accrual under the current system and eliminate the cost-of-living adjustment—a measure that, according to the organization, would have consequences for both the system’s future structure and current retirees.

Added to this is a structural change for employees who continue to contribute to the Retirement System.
